Dimensions don't matter, just the file size.
Edit: The only size that really matters for web upload is the number of pixels. Keep in mind that the average screen is probably somewhere between 800 and 1280 pixels wide, and going much wider that that will force people to scroll horizontally. The dimensions you graphics program gives you using inches or centimeters or whatever don't matter, as they depend on the DPI/PPI (dots/pixles per inch), and on the web the screen's PPI is used instead of the one encoded in the file.
