It's the 1880s, the London of the Ripper, good old Queen Empress Victoria, fog, questionable bodily hygiene, slums and dark deeds, twirling moustaches, mass immigration and Flanagan's world.

Social Avenger
People break society's rules when they are a) A waste of atoms and completely ignorant b) Selfish to the point that they believe everyone else is irrelevant and not worth considering or c) Both.
The Social Avenger puts those people straight. Remember, there's no point in taking any action unless its a massive over-reaction.
