It’s an ability thing that some people can do, and some people can’t. Stuff like becoming a monstrov (as the random woods scholar from #3 informed the group was possible) would give someone the ability to use spells, although for that method, it’s a one use spell from someone who was born a monstrov because at least one of their parents was a monstrov, and the other methods have a similar “easy-to-get-as-long-as-you-consider-already-having-what-you-need-on-hand-easy” thing about them.
And with the mana potion, if someone gets more mana in them than their system can hold (so in say Daryl’s case, none), then they suffer from mana sickness/mana overload. When someone gets mana overload, it starts acting up on it’s own, usually (and hopefully) resulting in stuff like puking rainbows (because that’s one of the least destructive effects of mana basically auto-casting random spells). I actually meant to have a basic info page for mana use as far back as story #1 Page 54, but it got put on hold for other stuff/time to collect my thoughts on it.

Can anyone have mana if they drink a potion, or do only some people have the ability to use it?
