this is a gross generalisation and definitely not to be taken as good advice,
but the law typically only cares if
a) you're making some sort of profit that you aren't being taxed for
b) you're insulting China.
interesting thing about long scrolling, theres no issue of someone clicking onto your latest page and leaving. if they start scrolling theres a good chance theyll get way more of what your comic about than just one page as usual. i think the problem is not thinking about screen size (cant really be helped when the host force sizes them), so if one panel is still too big to fit on your screen all at once then it aint gonna work.
comes down to context. the line would seemingly be drawn by what the protagonists would not dare do. similarly, if the protagonists declare them irredeemable, the audience is likely to follow suit.
you could get political about it. question whether criminals should be executed for their crimes, or if everyone deserves a chance at rehabilitation.

china still make dedicated portable music players. look for the ones that have brand names and model numbers and arent just generic noname things. i have one called an xduoo x3 and it takes two micro sd cards for a total potential library size of 256gb. it only plays flac if i flash the firmware with rockbox though, which is a little disappointing, but i think there are plenty of newer machines that are flac capable ootb.
